India Conveys its concern to US over Activities of Pro-Khalistani Elements in Canada: At the 2+2 foreign and defense ministerial meeting in New Delhi on November 10, 2023, India conveyed to the United States its serious concerns over the increasing activities of pro-Khalistani elements in Canada.
India’s Foreign Secretary Vinay Kwatra said that India had made its concerns “very, very clear” to the US side, adding that they had core security concerns over the issue.

He also pointed to a recent video released by pro-Khalistani leader Gurpatwant Pannun, in which he threatened Sikhs not to travel via Air India flights after November 19, as an example of the growing threat from these elements.
The US side, led by Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin, listened to India’s concerns and expressed understanding.
However, there is no sign that the US will take specific steps to address India’s concerns.
The issue of pro-Khalistani elements in Canada has been a source of tension between India and Canada in recent years.
In September 2023, Canadian Prime Minister Justin Trudeau alleged that India was involved in the killing of a Khalistani separatist in Canada, which India denied.
India responded by temporarily suspending the issuance of visas to Canadian citizens and asking Ottawa to downsize its diplomatic presence in the country.
Canada has already withdrawn their 41 diplomats and their family members from India.
Now, India has already resumed some of the visa services for individuals.
The US has been trying to mediate the dispute between India and Canada. In December 2023, the US deputy secretary of state, Wendy Sherman, will visit India and Canada to discuss the issue.
It remains to be seen whether the US will be able to convince Canada to take action against pro-Khalistani elements on its territory.
India has made it clear that it sees this as a severe security issue and will likely continue to press the US and Canada to take action.
