Before the current announcements, Canada offers many work permits and permanent residence ways to attract global STEM sector talent.

Express Entry is one of the best and primary ways the Canadian government offers to welcome skilled immigrants. On 31st May, the Canadian Immigration Minister, Sean Fraser, launched the category-based draw for Express Entry students.

The express entry welcomes those students who have strong French language abilities or also have a good work experience in the following fields given below:

  • Engineering, Science, Mathematics, and Technology (STEM) 
  • Healthcare
  • Transport
  • Agriculture and agri-food
  • Trades, like carpenters, plumbers, and contractors

All of these fields will be given priority by (IRCC) Immigration, Refugees and Citizenship Canada.

Global Talent Stream Work Permits

The Global Talent Stream means GTS is a facilitated work permit option for individuals that Canada targets many international residents working in the IT sector. Among the other streams or industries, GTS establishes a two-week standard time for processing the work permit applications for skilled talent. GTS consists of two categories:

  • Category A: This category is for high-growth companies that can show a need to recruit unique and specialized talent from foreign. A selected referral partner must refer the employers to GTS in this category.
  • Category B: This category is for employers seeking to hire specific talented workers for employment on the Global Talent Occupations list. This list determined the works that were in new demand and also had insufficient labor supply.

All the STEM workers are qualified in Category B, as many occupations include Engineering, Science, Mathematics, and Technology. 

Quebec’s Facilitated Processing Stream Work Permits

Under this program, Quebec employers can employ many Temporary foreign workers under the specific targeted occupations. They can help with a method that waives conditions usually needed under the (LMIA) Labour Impact Assessment Process, like announcing the position or other recruitment actions.

Although the Quebec employer is not needed to announce the position for hiring foreign workers, the employer needs to prove the following requirements mentioned below:

  • The foreign workers complete all the academic and job experience requirements and the requirements of the National Occupational Classification. 
  • The hourly wages offered to workers are consistent with the rate of wages paid to permanent residents and Canadians working in the same field and geographic areas. 
  • A transition plan is needed for all high-wage LMIA applications. However, under this process, a transition plan is only needed for the subsequent or second applications for an LMIA in the exact location and occupation. 

Quebec’s facilitated occupations lists contain all the categories of occupations that are qualified for (TFWP) the Temporary Foreign Worker Program, and some of these occupations include STEM professions. 

New H1-B Open Work Permit Program

IRCC has announced the new H1B work permit program that will be available as of 16 July 2023. All the details and the eligibility criteria for H1B are still being finalized.

As you know, the US’s H1B specialty work visa holders will be suitable for work permits to come to Canada. If you are eligible for H1B, approved applicants will get a work visa for upto 3-years, meaning they can work for almost any employer across Canada. 

IRCC believes this new action will improve the opportunities for talented workers to continue pursuing high-tech careers while contributing to economic growth in North America. The applicant’s dependants and spouses will also apply for a temporary resident visa, with a study or work permit, as required. This measure will stay in effect for 1-year or until the IRCC receives around 10,000 applicants.
