Canada Launched Fourth Express Entry Draw To Target French Language Candidate On 7 July: According to the latest report from Canada, IRCC has issued around 2,300 invitations to apply in the fourth express entry draw that targets candidates who have strong French language proficiency. 

This draw started on 7 July with a minimum (CRS) Comprehensive Ranking System score of 439, which is the lowest score of all the draws conducted. This week’s draws show that Canada has moved fully into targeting specific student profiles.

As mentioned above, Canada launched its fourth express entry draw on 7 July to welcome French-Language Candidates with a minimum CRS score of 439. Also, Canada conducted a total of 11 all-program draws, including 2 occupation-specific, 4 PNP draws, and one each targeted at French-speaking candidates and Federal Skilled Workers. 

Canada has now issued a total of 65,249 Invitations to Apply (ITAs) in 2023 after inviting around 45,115 students in 2022. IRCC also issued a record of a total of 114,431 ITAs in 2021 to all Provincial Nominee Program and Canadian Experience Class candidates. It beat the last record of issuing 107,350 candidates in 2020. Canada has set a record for immigration that targets 465,000 students for 2023. 

This latest express-entry draw saw the tie-breaking rule executed on 20 January 2023 at 1.18 pm EST. If more than one candidate had the minimum CRS score, only those candidates who submitted their express entry draw invitations profiles before this time and date received invitations. 

It was the 20th round of invitations under the express entry draw in 2023 and overall 256th round. Students have only 60 days to submit their applications, which are processed within standard six months. The decision of this latest express entry draw to welcome French language students is planned to help French-speaking communities across Canada outside Quebec.

Under the express entry new draw announced in May, the occupations in the following fields will also be targeted.

  •  Healthcare
  • Science, Technology, Engineering, And Mathematics (STEM) Professions
  • Trades like carpenters, plumbers and contractors
  • Transport
  • Agriculture And Agri-food

To be eligible for this draw, students must earn at least of 6-months continuous experience within the past three years in Canada or abroad in one of the abovementioned occupations. 

The purpose is to make Express entry that manages the applications for federal immigration streams, including Federal Skilled Trades Program, Federal Skilled Worker Program, Provincial Nominee Program, and Canadian Experience Class, which is more responsive to labor market needs.

Under the changes to this act, the Immigration minister must consult regions and territories, unions, industry members, workers, employers, settlement provider organizations, worker advocacy groups, and practitioners before announcing new categories. IRCC must also report to parliament every year on the selected categories and the choices’ reasons.
